In Windows, I use biterscripting to do bulk operations (copy, edit, delete, rename, move) on files.

Their editor commands (stex, chex, chin, etc.) allow me to manipulate contents as well as names of files in batch mode. There are some sample scripts posted on various web sites. Their web site is at http://www.biterscripting.com .
